Counseling is the documented, two-way conversation between a leader and a subordinate about performance, behavior, and professional growth. DA Form 4856 (Developmental Counseling Form) is the standard Army document used for recording counseling. Counseling provides the factual foundation that supports every NCOER and OER — accurate evaluations require accurate, timely counseling.

Why Counseling Matters
- Initial counseling sets duty description, performance objectives, and standards within the rated period.
- Recurring counseling documents progress against those objectives and creates the audit trail that supports the NCOER or OER.
- Event-oriented counseling documents specific positive or corrective events as they happen — referenced later when finalizing the evaluation.
- An evaluation report unsupported by documented counseling is hard to defend on appeal. AR 623-3 establishes counseling as part of the evaluation process.

How often do I need to be counseled?

Who keeps copies of my counseling?
Counseling documentation is typically maintained by the rater and the rated soldier. Counseling forms are working documents that support evaluations and are not ordinarily filed in the AMHRR unless specifically directed.

What if I am not getting counseled?
